November 2025 is a supply-constrained market that&#8217;s letting homes faster than ever &#8211; and the Renters&#8217; Rights Act reforms are now firmly on the horizon for 2026.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Market snapshot: November 2025<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.lettingaproperty.com\/landlord\/blog\/uk-rental-market-trends-2025\/\">latest market data<\/a> shows a tight, fast-moving market:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Average UK rent<\/strong> reached around &#163;1,295 a month (Rightmove, November 2025).<\/li><li><strong>New listings were down about 28% year-on-year<\/strong>, while tenant demand stayed roughly 18% above pre-pandemic levels.<\/li><li><strong>Time to let fell to around 18 days<\/strong> as tenants moved quickly in a constrained market.<\/li><li><strong>Annual rent growth ran at about 5.4%<\/strong> (ONS, October 2025), with stock down roughly 12% (Zoopla, Q3 2025).<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Sources: Rightmove Rental Price Tracker; ONS Index of Private Housing Rental Prices; Zoopla, Q3 2025.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The headline: scarcity is driving speed. What it means:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Section 21 &#8220;no-fault&#8221; evictions are abolished<\/strong> &#8211; possession moves to the Section 8 grounds.<\/li><li><strong>Periodic (rolling) tenancies become the default<\/strong>, replacing fixed-term ASTs.<\/li><li><strong>Rent increases are limited to once a year<\/strong>, with proper notice.<\/li><li><strong>The Decent Homes Standard and Awaab&#8217;s Law<\/strong> are extended to private rentals.<\/li><li><strong>Enforcement is stronger<\/strong> &#8211; a new ombudsman, rent repayment orders and penalties for non-compliance.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>A note on territory:<\/strong> these changes apply to <strong>England<\/strong>. <strong>Wales<\/strong> has operated a similar model since the Renting Homes (Wales) Act came into force in December 2022, and <strong>Scotland<\/strong> ended no-fault evictions back in 2017 under the Private Residential Tenancy.
