The Private Rented Sector in 2025 shows average UK rents climbed <strong>7% in the year to May 2025<\/strong>, according to the\u00a0<strong>Office for National Statistics (ONS)<\/strong>. That\u2019s down from the\u00a0<strong>9% highs<\/strong> we saw at the end of 2024, but it\u2019s still a solid increase. <a href=\"#footnote-1\">[footnote 1]<\/a><\/p>\n<p class=\"ds-markdown-paragraph\">The average rent now sits at <strong>\u00a31,287\u00a0a month<\/strong>.\u00a0<strong>Zoopla<\/strong>\u00a0says growth on new lets has slowed further to around\u00a0<strong>2.8%<\/strong>, and they expect annual growth to settle at about\u00a0<strong>3\u20134% this year<\/strong>. <a href=\"#footnote-2\">[footnote 2]<\/a><\/p>\n<p class=\"ds-markdown-paragraph\">This cooling off isn\u2019t a surprise \u2013 higher living costs and wage pressures mean tenants are hitting affordability ceilings. But demand is still outstripping supply in most areas.<\/p>\n<hr \/>\n<h3><strong><a id=\"Landlords-Are-Selling-Up-Supply-Is-Tightening\"><\/a>2. Landlords Are Selling Up \u2013 Supply Is Tightening<\/strong><\/h3>\n<p class=\"ds-markdown-paragraph\">Here\u2019s the flip side. The number of properties available to rent is shrinking.<\/p>\n<p class=\"ds-markdown-paragraph\">The latest\u00a0<strong>RICS survey<\/strong>\u00a0shows landlord instructions dropped for the\u00a0<strong>11th month in a row in June 2025<\/strong>, with a net balance of\u00a0<strong>\u201321<\/strong>. <a href=\"#footnote-3\">[footnote 3]<\/a><\/p>\n<p class=\"ds-markdown-paragraph\">And according to the\u00a0<strong>National Residential Landlords Association (NRLA)<\/strong>,\u00a0<strong>31% of landlords<\/strong> are planning to sell within the next year, with nearly a third saying they\u2019ve already offloaded some stock. <a href=\"#footnote-4\">[footnote 4]<\/a><\/p>\n<p class=\"ds-markdown-paragraph\"><strong>Why?<\/strong>\u00a0Rising compliance costs, higher interest rates, and uncertainty over upcoming legislation are pushing many to reassess their investments.<\/p>\n<p class=\"ds-markdown-paragraph\">If you\u2019re thinking about expanding your portfolio, this could be an opportunity. The Renters\u2019 Rights Bill \u2013 What\u2019s Coming?<\/strong><\/h3>\n<p class=\"ds-markdown-paragraph\">One of the biggest changes on the horizon is the\u00a0<strong>Renters\u2019 Rights Bill<\/strong>, which is now making its way through\u00a0<strong>Parliament<\/strong>:<\/p>\n<p class=\"ds-markdown-paragraph\">\u2705\u00a0<strong>Section 21 \u201cno-fault\u201d evictions will be abolished.<\/strong>\u00a0All Assured Shorthold Tenancies (ASTs) will become periodic, meaning no fixed end date.<br \/>\n\u2705\u00a0<strong>Section 8 grounds will be updated<\/strong>, giving landlords more defined routes for gaining possession (for example, if you want to sell).<br \/>\n\u2705\u00a0<strong>Tenants will gain stronger rights to request a pet<\/strong>, and you\u2019ll need a solid reason to refuse.<\/p>\n<p class=\"ds-markdown-paragraph\">The Bill has already cleared its\u00a0<strong>Committee stage (May 2025)<\/strong>\u00a0and is due for a final\u00a0<strong>Lords vote in July<\/strong>. If passed,\u00a0<strong>Royal Assent<\/strong>\u00a0is likely in autumn, with changes coming into force in\u00a0<strong>2026<\/strong>. <a href=\"#footnote-5\">[footnote 5]<\/a> <a href=\"#footnote-6\">[footnote 6]<\/a><\/p>\n<p class=\"ds-markdown-paragraph\">This will change how you manage tenancies, so it\u2019s worth getting ahead of it now.<\/p>\n<hr \/>\n<h3><strong><a id=\"Mortgage-Rates-Slightly-Lower-but-Still-Squeezing-Yields\"><\/a>4. Mortgage Rates: Slightly Lower but Still Squeezing Yields<\/strong><\/h3>\n<p class=\"ds-markdown-paragraph\">After a brutal\u00a0<strong>2023 for buy-to-let investors<\/strong>, there\u2019s been a little relief.<\/p>\n<p class=\"ds-markdown-paragraph\">The\u00a0<strong>Bank of England<\/strong>\u00a0cut the\u00a0<strong>Base Rate to 4.25% in May 2025<\/strong>, and held it there in June. <a href=\"#footnote-7\">[footnote 7]<\/a><\/p>\n<p class=\"ds-markdown-paragraph\">But lenders remain cautious.\u00a0<strong>Two- and five-year buy-to-let fixed rates<\/strong>\u00a0are still averaging around\u00a0<strong>5%<\/strong>, according to\u00a0<strong>Moneyfacts<\/strong>. <a href=\"#footnote-8\">[footnote 8]<\/a><\/p>\n<p class=\"ds-markdown-paragraph\">If your current deal is ending soon, it\u2019s worth shopping around early \u2013 and thinking about how these rates impact your cash flow.<\/p>\n<hr \/>\n<h3><strong><a id=\"Tenant-Affordability-Is-Under-Pressure\"><\/a>5. Tenant Affordability Is Under Pressure<\/strong><\/h3>\n<p class=\"ds-markdown-paragraph\">It\u2019s not just landlords feeling the pinch. Tenants are struggling too:<\/p>\n<p class=\"ds-markdown-paragraph\">\u26a0\u00a0<strong>Only 2.5% of rental listings<\/strong> are affordable for households on housing benefit. <a href=\"#footnote-9\">[footnote 9]<\/a><\/p>\n<p class=\"ds-markdown-paragraph\">\u26a0\u00a0<strong>43% of Universal Credit tenants<\/strong>\u00a0and\u00a0<strong>24% of others<\/strong>\u00a0were in arrears in March 2025; average arrears of\u00a0<strong>\u00a3666<\/strong>. <a href=\"#footnote-10\">[footnote 10]<\/a><\/p>\n<p class=\"ds-markdown-paragraph\">This is feeding into rising demand for rental homes with\u00a0<strong>good energy efficiency<\/strong>\u00a0and\u00a0<strong>manageable running costs<\/strong>.<\/p>\n<hr \/>\n<h3><strong><a id=\"EPC-Deadlines-Private-Rented-Sector-Requirements\"><\/a>6.
